If you read polls or listen to focus groups it’s very clear that voters very sincerely believe that federal spending is out of control. There’s a reason that even Democrats adopt this spending-scold posture. But at the same time as the chart makes clear, there aren’t actually any programs the American people want to cut. 
Foreign aid is the only program where “spend less” polls significantly better than “spend more” and there are exactly zero program areas where there’s majority support for cuts.
